He critiques past “Housing First” policies for enabling long-term reliance, instead pushing work requirements, time limits on aid, and tackling root causes like addiction. “Subsidies should be a trampoline, not a hammock,” Turner says.
A key focus: revitalized Opportunity Zones, now permanent, which have drawn over $90 billion in private investment and are set to create a million jobs and hundreds of thousands of homes in distressed communities.
Calling on faith leaders to partner in restoring dignity, Turner declares: “Faith, freedom, and personal responsibility—that’s how we end poverty.”
